 Premier Li Keqiang of the State Council chaired the executive meeting of the State Council on October 8 to decide on further streamlining the investment projects approved by the government in order to deepen the reform and release more market vitality; decided to simplify the examination and approval management of foreign-funded enterprises and create a better environment for expanding and opening up; and promoted the upgrading of agriculture through the National Plan for Agricultural Modernization. The meeting pointed out that further decentralization of approved projects on the basis of two streamlining of investment projects approved by the government in 2013 and 2014 is an important measure to implement the comprehensive deepening of reform and deployment and promote the transformation of government functions, which is conducive to mobilizing the development enthusiasm of all parties and promoting the expansion of rational and effective investment by market players. It was decided that, based on the experience of these years, the approval authority for investment projects with clear criteria within the scope of national planning could be decentralized. First, investment projects such as special container terminals, inland navigation and power hubs, automotive engines and urban rapid rail transit can be delegated to provincial governments for approval in accordance with relevant national planning and access standards. The railway, bridge and tunnel projects invested by China Railway Corporation shall be decided by itself. We will increase efforts to open up private investment in medical, educational, cultural and sports fields. Second, for industries with serious overcapacity such as iron and steel, coal and electrolytic aluminium, no new production capacity can be added in any way. In principle, new traditional fuel automobile production enterprises will no longer be approved. Thirdly, according to the principle of who examines and approves who supervises and who supervises who supervises, we should strictly implement the responsibility of supervision, strengthen the access "threshold" of land saving, energy saving, water saving, technology and safety, and strictly review and approve projects with great environmental impact and high risk. With the powerful "release" and effective "management", the market plays a decisive role in the allocation of resources and better play the role of the government.           

The meeting held that replicating and popularizing the experience of free trade pilot zones, deepening reforms such as simplification and decentralization of government, combination of decentralization and optimization of services, and creating a business environment of equal treatment and fair competition between domestic and foreign-funded enterprises are important contents for promoting a new round of high-level opening to the outside world. In accordance with the decision of the Standing Committee of the National People's Congress on Amending the law on foreign-funded enterprises, the meeting determined that in the future, enterprises with foreign investment shall be established if they do not involve the provisions of Special Administrative Measures for access, such as the prohibition, restriction and encouragement provisions in the Catalogue of Guidance for Foreign-funded Industries of the 2015 edition, such as the requirement of stockholders and executives. All alterations are changed from examination and approval to filing, and the filing is not a prerequisite for the formalities of industrial and commercial, foreign exchange registration, etc.           

By adopting this reform measure, the examination and approval of the establishment and alteration of foreign-funded enterprises will be reduced by more than 95%. Relevant departments should enhance efficiency, strengthen investment promotion and services, strengthen supervision after the event and encourage honesty and law-abiding. The next step is to continue to optimize access special management measures in accordance with the requirements of expanding opening-up.           

The meeting pointed out that agricultural modernization is the foundation and support of national modernization. We should implement the new development concept, accelerate the transformation of agricultural development mode, and improve quality, efficiency and competitiveness. First, we should promote institutional and institutional innovation, stabilize and improve the basic rural management system, guide farmers to voluntarily and orderly transfer land management rights according to law, and develop various forms of moderate scale management. Secondly, we should optimize the distribution of agricultural industry, adjust agricultural production structure through scientific and technological innovation, improve the level of mechanization and information technology, and enhance the security and security capabilities of important agricultural products such as grain. Third, we should promote the integration of rural primary, secondary and tertiary industries, cultivate new business entities and professional farmers, develop new forms of agricultural products processing, e-commerce and creative leisure agriculture, and promote farmers'income through multiple channels. Fourth, we should implement major green projects to promote agriculture, strictly manage the use of chemical fertilizers, pesticides, feed additives and other additives, promote the harmless treatment of agricultural waste resource utilization, prevent and control agricultural non-point source pollution comprehensively, and strengthen the supervision of agricultural product quality and safety. Fifthly, we should strengthen support for agriculture and benefit the rich and rich peasants, improve the mechanism of stable growth of financial input, broaden the channels of investment in social capital market, optimize agricultural subsidy policies, innovate credit and insurance measures to support agriculture, and vigorously support poverty alleviation in poor rural areas. Sixthly, we should promote agricultural modernization and new urbanization to complement each other, strengthen the main responsibility of the local authorities, take measures according to the local conditions, ensure the basic housing needs of residents, strive to achieve a stable and healthy development of the real estate market.(From kq81)
